Loan counts are the easy part. The number that decides whether you are wasting a week is the median loan size next to each lender: it is the clearest public signal of the deal a bank actually wants. Every figure below is FY2025, from SBA's own file.

Who writes small loans

Under $150,000 is the hardest band to place, because the work of underwriting a $75,000 loan is much the same as a $750,000 one. These lenders did it most often in FY2025:

How to use this without misreading it

  • Volume is appetite, not quality. A high count means a lender is open for business in this program, nothing more.
  • Median size is the filter. Match your request to lenders whose median is in the same universe as your deal.
  • National activity is not local activity. Check the state pages — several very large SBA lenders barely appear in some states.
  • No approval rates exist here. The file contains approvals only. Anyone publishing a lender "approval rate" from this data made it up.

Figures cover loan APPROVALS, not disbursements, and the files contain no declined applications — so no approval rate can be calculated from them.
